  1. Usage: ON [#|+|-|^|&|@]PUBLIC [-|^]<parameters> [action]
  2.   This is activated whenever you receive a message from someone
  3.   on a channel which is also one of your current channels.
  4.   The parameters for the action are as follows:
  5.     $0    nickname of person who sent the message
  6.     $1    channel sent to
  7.     $2-   the message
  8.  
  9.   Listen to what the phonemaster says ;)
  10.   <phone> public_msg is for a message from someone NOT on the channel
  11.   <phone> public_other is for a message on a channel that doesn't belong to
  12.           a window...
  13.   <phone> public is for a message on a channel that belongs to a window!
